It was soon realised that historically the cappella was one of the most important south of Naples. Various studies have now been published, not only on the collections but also on the cappella. The cappella and its archives have featured as a theme in seminars and international conferences 5. Composer Carmelo Pace after donating all his works, instituted a Foundation, under the care of the Museum, for the continued promotion of his music.

These are available as originals and also on microfilm as part of a bigger collection which includes scores conserved by Religious Orders, Parishes and private owners. Available handlists and catalogues complement the collection. Unfortunately they are incomplete. The provenance of these two codices is unknown. There is a clear indication however that they belonged to a religious Congregation that recited nine psalms instead of three during Easter Week 9.

An early reference to these codices may be traced in the oldest extant inventory of the Cathedral Library, registered in the Acts of Notary Bonaventura de Bonetiis of 19 April 10 as well as in the Angevin inventory of the chapel of St Mary, in the castrum maris of Birgu, dated ". This is clear proof of their great antiquity. Though mentioned in a few publications of a rather popular character, these codices have only recently attracted the attention of music palaeographers. Italy Naples, Palermo, Caltagirone , U.

Cfr Appendix 8. Some of the missing pages may have been utilised as backing material for the repair of other choral books in Malta. The recovery of these pages through a proper restoration is worth considering. For a comparative list of the contents of these two unpublished antiphonaries see appendix 1. Cfr J. ACM, Misc. Laurenza V. XL; p. The climacus often acends at a slight angle, instead of at the vertical. A and D clefs outnumber F and C clefs. The later antiphoner also uses A and D clefs, but has the larger, square puncta of later Aquitanian notation.

The notational characteristics of these two antiphoners can be seen in some manuscripts from south-eastern France. He dated Codex B from the first half of the 12 th century and Codex A from the middle or second half of the 13 th century. He also located Codex B to the inferior valley of the Rhine Finally Prof. Nicole Sevestre of Bordeaux University has examined in great detail and transcribed Codex B which she hopes to publish, together with a preliminary study, in the near future The commission of these skilfully executed choral books is definitely related to the Tridentine Reform.

The text is in Gothic script. Each volume, with the exception of one, has a decorated first folio with an illuminated border, a historiated initial and the arms of Bishop Royas Personal correspondence with Prof. The initiative for this study was taken by Prof. Sevestre has now been working on this project for several years. There is ample documentation on the lengthy discussions between the Cathedral Chapter and Bishop Royas on the commission and payment of these graduals.

The author attempted to interpret the figure in profile of a bust of a bearded monk in one of the historiated initials as being a portrait of the scribe Bisignano or a fellow Dominican colleague. They bear the arms of Malta and have an illuminated initial with the arms of Bishop Gargallo. A study of these books, mostly preserved in the Cathedral Sacristies, would be useful. Moreover a detailed catalogue of the collection was published in by Dr Franco Bruni under the title Stampe Musicali Italiane alia Cattedrale di Malta.

In its present state and as presently archived, this collection contains works marked Pr 1 to Pr Apart from 20 works of secular music, 15 of which were published in Venice, the collection consists of sacred music, which reflects its intended liturgical use. Its partbooks include complete works, 52 incomplete works with missing partbooks and a considerable number of duplicate partbooks.

About 20 works, presumably those in more frequent liturgical use, are available in full duplicate. It is evident that the missing partbooks, like other works documented as extant in a repertory compiled round 0 20 , are now lost. The oldest and only 16 th century work in the collection, by Claudio Merulo, is dated and was published in Venice. Next oldest is a composition by Giulio Oristagno published in Palermo in Both are incomplete. The non-Italian prints consist of works by French composers and were published in Paris, that by Du Caurroy in and that by Du Mont in The publishers represented total 39 Included are 18 anthologies, 12 compiled by Florido de Silvestri of which one Pr 61 is a collection The inventories are archived as Misc.

In the present enumeration three duplicate works Floridus Pr 52 and 53; Foggia Pr 62 and 63; Mazzocchi Pr and were each given two different numbers. But two works in different editions Bernardi 9a and 9b and Graziani 88a, 88b, 88c were given the same number. If successive editions or reprints are considered as different works, the total consequently remains works.

This repertory is fully transcribed in appendix 4. For a list of these publishers see appendix 2. Four works of motets or psalms, three by Bonifacio Graziani 22 and one by Stefano Bernardi 23 are available in different editions or reprints. The title-page of each partbook has a very attractive decorative element. Generally an ornamental frame encloses the title-page text. The centre-piece often carries the coat- of-arms of the artistic patron. Holy images are also frequent. The name of the artist or engraver has been detected in five cases: Ciro Ferri Pr 94 , F. The texts of the dedications of the prints to patrons are at times very revealing and the patrons include members of the Order of St John.

In it reference is made to the poetic activities of this Knight in Malta and to a visit commissioned by the Landgrave of Hassia Their identification was the result of research in international reference works undertaken with the help of Prof. The majority of the unique prints was published in Sicily.

The Sicilian element in the collection was highlighted in two Seminars, one held in Caltagirone 27 in and the other in Malta in A table of these uniques was published by Bruni in An updated list of these uniques is here included as Appendix 3. VII Palermo , previously considered unique. As suggested by Carapezza 31 this list is divided in three sections: unique works, unique editions and unique partbooks.

The list does not distinguish between unique works and unique editions and ignores the unique parts Kindly indicated by Dr Luciano Buono of Messina. It is Pr and consists of motets composed by Don Andrea Rinaldi, chapel master in Syracuse 32 , previously active in the Mdina Cathedral between and Scores by Italian composers, 17 th to 19 ,h cent, mss 1 to This section, while including some Masses and Vespers, is particularly rich in motets.

It also includes 24 secular pieces.

Anthologies by an unknown compiler mss This homogeneous group of nine manuscript anthologies is made up of 87 motets which include three duplicates and seven psalms in 39 partbooks. Only three anthologies are complete: contained therein are 35 motets. The remaining six anthologies have one or more parts missing. They have the same size, format and quality of paper These scores are being edited and studied by Irene Calagna, who worked in the archives for a few months.

Identified by Roberto Pagano in , following a visit to the Cathedral Museum. Thirty-five items in these nine anthologies are copied from printed works extant in the Cathedral archives This group is particularly interesting for three main reasons : there is an apparently unique motet by Carissimi, Dominus llluminatio mea for two soprani ms ; three composers - Atanasio da Pisticci, Paolo Agostini and Domenico Borgianni - are present in the Mdina collection only through these anthologies; and finally there are five works by a certain Aloysio Mataron, who so far has not been traced anywhere else.

The anthologies could be a local compilation made for routine use during liturgical functions since, with the exception of the five scores by Mataron, the contents seem to be copies of printed works. Thus, according to Franco Bruni 40 , nine of the 17 motets contained in Ms. Who was Aloysio Mataron? A person by that name has been traced in the parish records of Victoriosa and Valletta as having been active in mid ,h cent.

Malta, but the information found does not indicate that he was a composer. Further information in the marriage records of Valletta indicates that on 7 October Magnifico Aloysio Mataron, son of the late Giacchi and Aluisetta of Marseilles married Aloysia Ghimes of Victoriosa. Aloysio had two children, Stefano and Anna born These data suggest a conjecture. The grammatical and spelling mistakes in the anthologies could point to a person whose native language was probably French, as seems to be the case with Mataron, writing in Italian. The insertion of five motets by Mataron, untraced as a composer anywhere else, in a series of anthologies made up of items copied from musical prints extant in Malta at that time could indicate that Aloysio Mataron produced these anthologies and included in them his own scores For details see appendix 7.

The Salve Regina is inscribed Sig. Lionnet of Paris transcribed this work and tried to establish a connection with the composer Luigi Rossi. The result was in the negative. Bruni in his book Stampe musicali italiane alia Cattedrale di Malta, Malta 1 notes under each entry any manuscript copies available in the archives.

The see of Malta was then vacant, following the death of Bishop L. Astiria on 3 January The compiler is inconsistent in writing his own name: Aloysio ms ; Sig. The same inconsistency is evident even in the official parish records : Mataron, Matarona, Maltalun; so also Aluis, Aluisio, Aluisetta, Aloijsietta. More details in appendix 6. The motet was revived with great success by Mro Joseph Vella in when a documentary exhibition on the Mataron family was also held at the Cathedral Museum Unattributed scores.

This section of unattributed scores includes not only liturgical works, among them three anthologies of motets 44 but also a number of non-liturgical compositions consisting of dialogues 46 , cantatas 46 , pastoral themes 47 and a cantilena There are no secular themes and, with the exception of four in Italian 49 , the texts are in Latin Only 8 are dated, the oldest being a motet for 8 voices. Some 19 th and early 20 lh cent, anonymous scores were, later on, added to the collection. The majority of the scores have the same format, the same quality of paper and the same handwriting.

This handwriting is identical to the only existing score inscribed and dated Giuseppe Balzano This could indicate that this section includes unattributed scores by Giuseppe Balzano.

This supposition is based on an extant list 53 of compositions by Balzano which includes works with exactly the same titles, number of voices and specifications e. Perhaps Balzano did not bother to sign his works as they were intended for personal use. There are other indications which support the same conclusion. The 1 71 0 list indicates that Balzano composed a cantata Det tuba, 8 v.

An unattributed score with the same specifications is extant in ms Such a cantata with a non-liturgical text would have been composed for a particular occasion and commissioned to a particular composer. Dat Tuba was written in honour of St Francis Xavier. I would like to thank Mr Dominic Cutajar for his assistance during this research. Mss ,, and Ms Mss , , and ACM, Mus. It is known that Giuseppe Balzano performed the music on feastdays in this Collegium Two attempts to identify the composers in the anonymous collection have been made by the Music Department of the University of Malta.

In a number of unattributed scores with the same titles and specifications of the Balzano scores listed in the repertory were edited and analysed by Natasha Chircop under the direction of Mro Joseph Vella Basing her analysis on the known Balzano work, Chircop concluded that in all likelihood the works were by Balzano. Thirteen of these scores are now recorded on CD Furthermore Dr Franco Bruni has identified the composer of two scores and attributed 12 others. From extant prints he identified ms as being the work of Rubino Pr. Basing his conclusions on information contained in the the manuscript repertory, Bruni attributed ms to Marotta, ms a to Filippo Muscari and mss , , , and to Giuseppe Balzano.

Scores by known Maltese composers recovered from the Cathedral Church in This section of the music archives consists of 1 three signed scores by the earliest known Maltese composers, namely Giuseppe Balzano and his brother Domenico 2 an extensive collection of scores by Don Benigno Zerafa 3 another extensive collection of works by Francesco Azopardi 4 about 50 scores by other composers 1 The Balzano Scores mss The year was a landmark in the history of Maltese music because it saw the discovery of the two earliest works written by named Maltese composers.

They are a motet Beatus Vir dated composed by Giuseppe Balzano and another motet Venite Omnes dated by his younger brother Domenico. There is also another work by Giuseppe Balzano Salmi ad otto voci but this is incomplete and undated The discovery of these scores therefore makes the Balzano brothers the first two known Maltese composers in the annals of Maltese musical history. These have been researched by Irene Calagna. For a list of scores extant as mss and also in print see appendix 7. Score and parts. In he was appointed maestro di cappella of the Cathedral and started to live, together with his brother Domenico, in Mdina.

Giuseppe directed the cappella of the Cathedral from to except for two short periods, between when he was replaced by the Maltese Ortensio Benini and between when he was replaced by Guglielmo Mortulana. It is not know what he did during these intervals. He relinquished his post when at the age of 83 he was substituted by his brother Domenico who directed the cappella from to Giuseppe was a prolific composer and his output includes 1 8 masses, 70 vesper parts, 36 hymns and 51 motets.

He donated his scores to the Cathedral as did his brother Domenico, a less prolific composer Their output was listed in the 1 71 0 inventory which forms part of the archives and is being fully transcribed in this publication As has already been pointed out above, a number of works from the unattributed scores can now be safely ascribed to Giuseppe and Domenico Balzano. These scores constitute the typical output of a maestro di cappella for Zerafa wrote them for execution during the titular and other feasts, processions and special devotions of the liturgical calendar celebrated in the Cathedral 68 , and also for the occasional special events celebrated there such as the installation of a new Bishop 69 or Grand Master When composing these scores, Zerafa often kept This possibility is discussed in chapter 2 infra.

ACM, Dep. See appendix 4. A documentary exhibition on the two brothers followed by a concert of their extant works was held at the Cathedral Museum on 4 June Some of their music can be heard on CD. See appendix 8. Cfr ms , Sacerdos et Pontifex dated The music deputies recommended the application 75 and Zerafa was given the appointment. He continued his studies for the priesthood until , the year of his ordination. He was also occasionally asked to give advice on the purchase of a new organ 81 or on the location of a new organ loft 82 and to report on the abilities of an applicant for a post in the cappella As in the case of Gaetano Marino in , discussed in the chapter meeting of 13 February Cfr Reg.

In other cases Zerafa includes St Benedict or the souls in Purgatory. The amount was scudi, deductable from his salary after he returned. On 1 9 November 1 Zerafa was exempted from teaching Gregorian chant. Cfr Acta Rev. Dr Franco Bruni traced several receipts for performances in which Zerafa took part as violinist in The two oboes cost over 21 scudi and the trombe di caccia over 26 scudi.

The Pastoral Visit of Bishop Bartolomeo Rull carries an erudite report by Zerafa on the location of a new organ following a controversy that had arisen in the Naxxar Parish. Cfr Decretum de collocatione novi organ!. It was common practice to seek the advice of the maestro di cappella and the deputies before employing a singer or an instrumentalist in the Cathedral.. It was to be completed within four years at the price of scudi and the donation of the old organ to Zerafa himself.

Later however Zerafa was compelled to renounce the contract. In , during a Pastoral Visit, Bishop Alpheran de Bussan , in his prudent judgement, decided to remove Zerafa from the post of chapel master. The Chapter was then informed that a new foreign maestro would accept the appointment if the Chapter gave him a salary of scudi, which was 40 scudi more that normally paid. In Bishop Alpheran reinstated Zerafa 88 with the raised salary. But in after 43 years of service, Zerafa himself offered his resignation which the Chapter accepted.

We are not sure whether or not he composed more works after that date or how many other works he composed in addition to those extant in the Cathedral Archives. The works we know of are all Zerafa directed the music of the principal feasts in this church from to Documents in the Archives of the Dominican priory of Victoriosa, Ms Cfr Chapter meeting of 19 November Acta Rev. Acts of Notary Calcedonio Bonello, dated 7 January The score formed part of the Gatt collection.

The Wignacourt Collegiate Museum in Rabat now has the collection. It is hard to believe that such a gifted composer never wrote any orchestral or secular music But owing to the infirmities of Benigno Zerafa, he was the de facto director of the cappella even before he officially took over this post in Azopardi enjoyed the respect of the Bishop, the Cathedral Chapter and the general public. Azopardi seems to have been a more prolific composer than Zerafa and his oeuvre of works preserved in the music archives was purchased by the Chapter from his sister Teresa for the sum of scudi 93 after his death.

It includes a few symphonies besides sacred music. Registrum Deliberationum Capitularium , Vol. Performed during Carnival at the Mdina Seminary. Vella Bondin, op. Also available on microfilm at the Cathedral Museum. The Cathedral Museum has microfilm copies of scores by Azopardi extant in various parishes and religious houses. Unlike Zerafa, Azopardi continued to compose up to the year of his death in , his last work being the Antiphon Vade Anania for the titular feast of the Cathedral Church. Azopardi was also a dedicated teacher and a theorist. His manuscript treatise II Musico Pratico with its two French editions by Framery and Choron and its subsequent revision by Azopardi himself are discussed in detail by Matteo Sansone in a separate chapter in this book.

The autograph copies of the two manuscript versions are preserved in the Public Library. Three scores mss by Salvatore Meluzzi of the Cappella Julia were commissioned by the Cathedral Chapter for the feast of the solemn crowning in of the icon of the Virgin venerated in the Cathedral. Mgr Pullicino states that Azopardi directed music on feastdays in almost all the parishes of Malta. Vella Bondin ,op. Cfr Vella Bondin, op.

Works donated to the Cathedral Museum after The interest in old music provoked by the various initiatives organized by the Cathedral Museum and the attention which these music archives drew soon resulted in donations of abundant collections owned by the families of composers or by private collectors. Though not included in the handlist accompanying these essays, these numerous acquisitions are here being listed and briefly described inasmuch as they now form the biggest part of the music archives. In the past two decades abundant use has been made by researchers who wrote articles and dissertations on these acquisitions.

These scores were donated by the late Mro Paul Nani in three instalments and catalogued as mss , and Dr Paolo Nani and his son Anton also composed operas The Luigi Vella Collection donated in 1 by Mrs Edwige Camilleri and consisting of scores by Luigi Vella mss and various other Maltese composers mss Included are the complete works of Dr Giuseppe Vella, maestro di cappella of the Cathedral mss , and of his sons Alberto mss , and Paolo mss as well as many other scores by his other son Luigi mss Sammut of Balzan.

Most of the scores are copies of works of sacred music by various Maltese composers; their music was often directed by the donor himself in our churches. Buttigieg M. Some of his popular hymns have earned international recognition. The Carmelo Pace Collection, donated by the composer himself during his lifetime, comprises scores in a wide range of musical forms. These are inventoried as mss Pace has set up a Foundation for the promotion of his music. Cassar of Rabat. The manuscripts forming this collection mss were mostly the works of composers from the Cottonera area.

Galea of Zabbar did pastoral work with Maltese migrants in France. It consists of 53 scores mss - mostly by Magri himself. Besides sacred music, Giuseppe Magri also wrote three operas and two operettas. Briffa of Sliema consists of 1 9 scores mss by Giorgio and Carlo Fiamingo and some minor composers.

Included in this group is one of the few extant scores by Agostino Nani entitled Tre duettini per violino ms Scicluna composed in the style of the Motu Proprio and conducted music in a number of parishes and other churches. Anton Azzopardi was choir director and organist of Lija Parish Church. Among his works is an operetta Isacco. The Camilleri Collection donated in by the wife and daughter of Mro Giuseppe Camilleri of Sliema consists of scores. The collection can be divided into three groups: scores by the Camilleri composers, Agostino, Enrico, Vincenzo, 1 De Gabriele M. On this donation cfrJ.

The Abela Scolaro Collection donated in by the widow of the composer Joseph Abela Scolaro consists of scores by various composers including most of the works of Joseph himself. He was a prolific and a popular composer especially of band music. The Galea Misura Collection donated by the Galea family of Valletta on the recommendation of Mgr Anthony Galea, consists of scores by various Maltese composers, mostly connected with the Cottonera area.

In fact the collection probably formed part of the Cassar Mallia collection, parts of which are included in the Doublet donation no. The Fr Daniel Sammut Collection is the only section of the archives which is still being updated with the scores composed by this Carmelite Friar, who is still active as a composer. In Italy, a large portion of the business sector has been complaining about the difficulties of obtaining tax refunds, especially VAT receivables.

This affects companies subject to differing VAT rates between purchases of raw materials and sales of the finished product, which produces a constant accumulation of excess VAT credits. In recent years, refunds have gradually been decreasing, creating financial risks for companies due to a lack of liquidity. Recently, Agenzia delle Entrate, the Italian Revenue Agency, the body responsible for processing refunds, announced that certain amounts were available for credits payable to businesses. Given that the issue of the long delays associated with VAT refunds may jeopardise the smooth running of the businesses involved, as well as the maintenance of employment, can the Commission state:.

Whether it considers liquidation of companies VAT claims against the State might be one of the significant factors to use in assessing a Member States tax compliance burden with the deficit and debt criteria of the Stability and Growth Pact, similarly to the case of trade payables owed by the State to companies? Many businesses in Italy have outstanding claims for VAT refunds. Since , however, these refunds have once again slowed down in Italy and now take an average of about two years.

During those proceedings, Agenzia delle Entrate, the body responsible for processing refunds, admitted that procedures relating to refund applications for the year have not yet even begun. How does the Commission intend to put an end to this repeated infringement, including the adoption of urgent measures, in light of the serious risks involved? Several complaints against Italy have been filed with the European Commission, including the one referred to in the question.

The time required to obtain refunds of VAT credits is said to have increased significantly since Consequently, the Commission reserves the right to take a decision shortly with reference to the complaints received. As analysis of the matter is in the process of finalisation, it is too early to provide an overview of the situation.

The EU framework for budgetary surveillance does not envisage any special treatment for specific debt and deficit-increasing items.

Liquidation of overdue commercial debt would represent a mitigating factor. It can be seen in practice that regional organisations are being refused the opportunity to take part in the public consultations which are being organised, which in fact means that stakeholders are being prevented from participating. If interested stakeholders representing enterprises from at least six Member States are not being admitted to the consultation meetings, is this not a basis to conclude that the consultation process is being disrupted?

What are the formal grounds for determining which kinds or types of organisation can be recognised as stakeholders parties in public consultations? In my personal opinion it would appear the Commission is showing partiality in the selection of participants. Regional organisations are considered as stakeholders, and they can be actively involved in the consultations. In addition to an online consultation, the Commission organised two consultation meetings on the subject. To ensure that any specific regional and national interests were represented, the Commission invited Member States.

For all these reasons, the Commission does not agree that the consultation process has been disrupted.

These packs may contain an identity card and several credit cards and banknotes.

They are locked with a combination lock and are equipped with glass ink cartridges which make the contents unusable if the pack is forced open. Security officials in Munich claim that a dye pack represents a security problem, although it is not clear why that should be the case.

At other airports in the European Union even at other airports in Germany, such as Frankfurt carrying a dye pack is not a problem. Can airports take independent decisions on banning items which are allowed elsewhere in the European Union without any plausible justification? Dye pack owners can find themselves in a difficult situation if they do not know that such packs are not allowed.

Are there no efforts at EU level to ensure some degree of uniformity with regard to safety regulations for air travellers? The Commission was not aware of situations where passengers wished to bring dye packs onto an aircraft. While airports may impose more stringent security measures in justified circumstances, such measures seem unnecessary in this case as dye packs may contain explosives or incendiary elements as well as liquids dye , all three of which are in principle banned from being brought on board an aircraft according to EU legislation.

The Commission does not intend to take any further action. EU regulations do permit the carriage of prohibited articles provided certain conditions are met. These are defined in Point 4. Dye pack owners should contact their air carrier before flying to ensure they are allowed and make suitable arrangements if they are not. Since the start of the rebellion in the Central African Republic, the situation of the civilian population has been worsening daily. Looting, rape and hunger are a daily reality. Recent press reports have spoken of a breakdown of the short-lived peace in its capital, Bangui.

It urges all parties to take concrete measures to re-establish public order, as well as the transitional government to present a detailed roadmap for the restoration of constitutional order. The EU monitors developments, in coordination with the international community and the region. It will remain vigilant as regards the respect of the transitional agreement and the progress made in the implementation of the roadmap. Though CEMAC temporarily moved its headquarters from Bangui to Libreville, negotiations are not affected by the crisis and will continue.

The EU's strategy for the CAR as laid down in the Country Strategy Paper , remains valid as it concentrates on governance, social and economic rehabilitation and infrastructure as well as on improved accessibility to reduce the divide between centre and periphery.

The most serious problems highlighted in the report include long waiting lists for hospital treatment and the very high cost of medical services. Does the Commission monitor the situation as regards access to healthcare in different Member States? What action is being taken or will be taken by the Commission to eliminate inequalities in access to healthcare in different Member States? The Commission will report in on progress made in this area both by Member States and the Commission. Investments in health equipment and technology, in infrastructure and in training by using the European Regional Development Fund and the European Social Fund should contribute to development of healthcare services, in particular in the most deprived regions.

The Commission gathers annual EU-Statistics on Income and Living Conditions which includes health and collects data on unmet needs for medical and dental examination or treatment and the main reasons for not being able to receive these services. This is the tool with which the European Commission monitors access to healthcare in different Member States.

The provisions of the Public Procurement Act do not force contracting authorities to select tenders with the lowest price, which would be equivalent to favouring cheap tenders to the detriment of tenders which are suitable in terms of quality. However, analysis of the practices of contracting authorities shows that it is mainly price which determines the selection of a particular tender, and not the quality of services to be provided.

Does the Commission intend to harmonise public procurement legislation in the Member States, and if so, when would this be done? Both criteria are placed on equal footing and therefore contracting authorities remain free to choose any of them for awarding the contract.

The choice of award criteria must be done on a case by case basis, taking into account, inter alia , the subject matter of the contracts. The MEAT criterion might be more appropriate in many cases, but inadequate in others. In its reform proposal for public procurement directives the Commission did not propose to impose on contracting authorities the award of public contracts on the basis of the MEAT criterion only.

This proposal is currently being negotiated in the European Parliament and the Council.

The Commission is aware of the criminal investigation of Varese's tax police and Public Prosecutor's Office into the alleged fraudulent behaviour of major fuel companies operating in Italy.

These recent NCA inquiries mainly focused on alleged anticompetitive practices at retail level, but did not find evidence of anticompetitive conduct. The German investigation, for instance, concluded that no evidence of price fixing could be found. If required, it will not hesitate to act, either by itself or in coordination with the national competition authorities, against collusive behaviour of undertakings or abuse of a dominant position in the sector.

In Nigeria, Christians are being incessantly subjected to attacks by Islamic extremists. The Federal and State-level authorities, with the assistance of civil society organisations, are trying to address this worrying situation, including by containing reprisal attacks whenever an incident took place.

Civil society groups have also been active in promoting peace, dialogue and mediation. This should significantly contribute to decreasing the level of violence. The root causes of these tensions must also be durably addressed, including by tackling the discriminatory practices at State level and the impunity for inter-communal violence. The European Union remains engaged in dialogue and cooperation efforts, including in the security area.

The European Union stressed the need to address the root causes of violence, including by fighting discrimination and implementing socioeconomic reforms that equally benefit all groups. Both parties agreed on the need to adopt a comprehensive strategy that includes good governance, the rule of law, respect of human rights, inclusive economic development and job creation. The EU has recently decided to launch specific actions to address insecurity in the Plateau State.

Those seized are transported into the Sinai desert in Egypt and sold to criminal groups which only release them if their families pay a ransom. The testimony gathered by Amnesty International indicates that those who have been kidnapped are subjected to torture and violence until the ransom demanded has been paid; if the money is not paid, the men are sold into forced labour and the women are forced into prostitution.

The EU follows closely the situation of human trafficking and refugees in Egypt and in particular in the Sinai. Our concerns have been expressed at numerous occasions to the competent authorities. The EU will continue to urge the Egyptian authorities to take the appropriate measures to ensure that the human rights of migrants and refugees are fully respected. We have called on them to allow UNHCR to implement its mandate on the entire territory of Egypt, including the Sinai region in compliance with Egypt's international commitments.

Have the Italian authorities already provided unambiguous and clear information, in a timely manner, on the debt actually accumulated by the Italian public administrations to enterprises? How does it intend to help find collective solutions in order to protect the claims of Italian enterprises with financial exposure to the public administration?

However, the SGP allows for taking into account relevant factors when considering opening an EDP based on the deficit and debt criteria. The so-called Fiscal Compact, i. It also provides for an official quantification of trade debt, according to the administration owing it and by date of expiry, thus allowing quantifying the proportion that is overdue. The Commission will carefully monitor its approval process through the national Parliament and its implementation.

If the proposal is also definitively approved by the Council, the measures governing voluntary labelling and any amendments to them would no longer be subject to ex-ante scrutiny by the relevant authority; the authority would only be able to verify after the fact, at sales points, the truth of the voluntary information provided by producers to consumers.

The reasons given by the Commission revolve around the costs and the administrative burden that the Member States incur in applying the current system, which it says has therefore not proven to be helpful. If so, why has it not taken this into due consideration, and what protection instrument does it intend to propose? The proposal was presented together with an impact assessment exploring different options to amend the regulation SEC These provisions, applicable to all types of food, whether produced in the Union or abroad, intend to protect the interest of consumers and give Member States the tools to make sure that this is the case.

The data collected by the Antitrust Authority on the costs of third-party vehicle insurance policies, namely the mandatory insurance contract for every vehicle that is registered and is driven on the roads, are very clear.

The premiums paid by Italian drivers to purchase a third-party vehicle insurance policy are on average higher and are growing more rapidly than those in the other main European countries. The complaint by the Antitrust Authority has been issued just as two of the three main Italian insurance companies, Fondiaria Sai and Unipol, are preparing to merge. To protect Italian drivers, who are penalised by an over-rigid insurance market that is imbalanced in favour of the large companies, the consumer associations Adusbef and Federconsumatori are calling for a cut in rates, greater competition in the sector and a guarantee of more flexibility.

If so, what action does it intend to take? Does it intend to investigate this phenomenon? At the same time, the cost of reimbursing a claim for damages has also gone up. The sectoral inquiry does not suggest that there is a violation of EU competition rules. Guarantee funds in the Member States compensate victims of traffic accidents caused by uninsured vehicles. These funds are supported by motor insurers operating in that country. Costs of accidents caused by uninsured vehicles are ultimately borne by insured drivers through higher insurance premiums and higher contributions to the third party liability guarantee funds.

The Commission believes that it is essential to combat uninsured driving. Finally, the Commission regularly asks the Member States to provide estimates of uninsured driving. This exercise was last done in and will be repeated in due course. I would like to know whether an EU airline operating in EU airspace can use commercial flights carrying passengers to train pilots. If so, is approval required from the authorities in the countries through which such flights pass?

Are passengers entitled to be informed about such training in advance? Is it ethically and morally acceptable for a flight captain to lie to passengers? The flight passed uneventfully and we made a normal approach but then, to our surprise, the landing was aborted as the wheels touched the ground! The reason given by the captain was a gust of wind. We made a fresh approach, which appeared to go smoothly, and then the landing was again aborted! Which it was, 40 minutes after the scheduled arrival time.

On leaving the aircraft I noticed from the on-board information sheet that the crew included two Chinese co-pilots and commented on this coincidence to the senior cabin crew member. Her abrupt reaction was to snatch the information sheet, which prompted me to make enquiries. It turns out that there were no other aborted landings in Lisbon that day. I also discovered that Air France has a contract to train Chinese pilots.

A person must have completed the required training and must have been issued a licence and ratings, according to the applicable legislation, before this person can be assigned duties at the controls of an airplane carrying passengers. Furthermore, abnormal or emergency situations cannot be simulated during commercial air transportation flights. However, further familiarisation training known as line training is conducted with passengers on board in order to train the pilot with the conduct of normal operations.

This is always done with a qualified training captain as the commander. More specifically, in relation to the incident the Honourable Member mentions, the Commission was in contact with the air carrier referred to. The Commission got confirmation of the initiation of the two missed approach procedures. The company also confirms that what happened is in accordance with standard operating procedures, whereby the pilot could make a judgment in relation to the parameters for a safety landing.

Finally, it was confirmed that on the flight deck were present two flight crew members of the company itself, as well as two Chinese pilots, the latter being fully qualified pilots on the airplane type Airbus , who were in a route familiarisation flight. It was underlined by the company that the two missed approach procedures were in no way linked to the presence of these two Chinese pilots in the flight deck.

Nevertheless, there is still much to be done in order to achieve a real, integrated, flexible and liberalised single market. One example of restrictive and protectionist rules is the situation we find in Catalonia. Does the Commission have any roadmap for making progress on commercial flexibility and integration on our continent? Does the Commission support the liberalisation of trade regulations in cases such as that of Catalonia, where the rules themselves have an adverse impact on the economy?

The Commission continues to further develop the internal market and exploit its untapped potential as an engine for growth. The Commission intends to set up a Group on Retail Competitiveness that should help develop further specific objectives for the areas identified, monitor progress achieved, issue recommendations to ensure full implementation of the actions included in this Plan and, where necessary, will advise the Commission on possible new actions.

In this regard, the Commission will continue to monitor the specific issues related to commercial establishment, taking into account all new developments which occur in the Member States, including Spain. It is particularly aware of the Ley del Mercado Unico and acknowledges the level of ambition of the first draft.

As a matter of principle, it is important that the exercise of an economic activity does not face internal obstacles between different regions of a Member State as well as obstacles with other Member States. The fatal incident in Damascus involved an off-duty member of our local staff.

Although a deeply regrettable incident, the EEAS had no duty of care in these circumstances. The EEAS takes its duty of care responsibilities for staff, local and international, extremely seriously in all environments. In war zones a range of measures are used to protect staff including hardened accommodation, armoured vehicles, close protection teams and special security risk management measures. The EU stands ready to assist in any way possible and urges both sides of the conflict to enter into negotiations without preconditions.

The EU has stepped up its assistance — both humanitarian and non-humanitarian, including support to the local population in rebel-contested areas. The Council has recently adopted a sanctions decision to further support to the Syrian civilian population. With the continuation of the war in Syria, where over 70 people have been killed, there is now evidence which suggests that children are increasingly being used as porters, guards, informers and fighters, according to Childhood Under Fire.

Unicef reports that there is a lost generation emerging in Syria, with three in every four children having lost a loved one during the course of the conflict. With a growing pattern of children under the age of 18 being used by armed groups on both the opposition and government sides of the conflict, what is being done by the international community to ensure that the lives of children caught in the conflict are protected? Zerrougui, including as regards the situation of children in Syria. Children are allegedly also being used as human shields by Governments forces.

According to NGO Monitor, the Commission provides millions of euros annually in funding to political advocacy NGOs operating in the Arab-Israeli conflict, with many of the groups engaging in campaigns and activities that are not consistent with EU foreign policy objectives. How does the Commission respond to these claims, and how does it ensure that advocacy work engages in purely legitimate activities?

The grant awarded for this action was consistent with EU Guidelines on the Death Penalty and supported this specific project and not the general operations of the non-governmental organisations NGOs in question. Recently the situation in Iran was discussed in the Delegation for Relations with Israel. According to the Director of the Transatlantic Institute, Iran is only six weeks away from having enriched uranium weapons. The European Council has repeatedly stressed its serious and deepening concerns over Iran's nuclear programme and the lack of progress in talks between Iran and the IAEA.

Iran is being requested to bring its nuclear activities in full compliance with its international obligations under various UNSC and IAEA Board of Governors resolutions and to refrain from actions that increase the concerns of the international community about the exclusively peaceful nature of the Iranian nuclear programme.

Another package decided in October includes additional measures in the areas of finance, trade, energy, transport, as well as additional designations. These measures, in particular the oil ban, are having a significant effect on Iran. According to recent reports, under the new Multiannual Financial Framework MFF the poorest regions of richer Member States are going to receive major cuts to their regional funding.

Can the Commission state whether money will be allocated to ensure that those less well-off regions continue to receive adequate EU funds? Although the allocation distribution methodology proposed for the period takes into account elements of national prosperity, it is primarily based on indicators related to the NUTS level 2 regions. This approach ensures that regional characteristics, measured in a comparable and harmonised way, determine the level of support.

Will the lifting of the sanctions be revoked with immediate effect if these officials misuse power in the future? The suspension will be subject to a three month review, assessing the validity of the conditions for the suspension. With the recent reports of the death of 13 South African soldiers fighting militants in the Central African Republic, could the Commission state what support, if any, is being given to the Central African Republic Government in their fight against those trying to destabilise the region?

The European Union has continued to provide support to the political process that led to the adoption, under mediation of the Economic Community of Central African States ECCAS , of a transitional agreement to stabilise the country and restore the constitutional order. However, such assistance can only be mobilised at a later stage as a minimum level of security must be re-established first.

The restoration of public order and security further conditions the recovery of the administrative activity in the CAR which is essential for any progress on the electoral process. However, many more such cases have been brought in recent weeks. Raids are being conducted against NGOs throughout Russia, effectively paralysing their activities. Does the Commission have information on the scale of the raids being conducted on the offices of Russian NGOs, and does it intend to make representations with regard to the persecution of Golos and its workers?

The ongoing raids, taken together with the recent package of legislation, the prosecution of civil society activists and the lack of action in some prominent cases of human rights abuses, constitute a troubling trend. The inspections and searches launched against the Russian NGO community undermine civil society activities in the country and discredit many recipients of foreign funds, regardless of their activities, by labelling them as foreign agents. The EU has recently voiced its concerns in different bilateral contacts with the Russian side and has called on Russia to live up to its international commitments on freedom of association, notably the European Convention on Human Rights.

Does the Commission reject it? If so, is it prepared to tackle Turkey, a candidate country, about this? If not, why not? The Commission has on various occasions underlined the urgent need for Turkey to address shortcomings in this regard. The Commission will continue to closely follow this case. If so, what is it going to do? Is the Commission therefore prepared to terminate accession negotiations with Turkey? If not, how much does the situation in Turkey have to continue to deteriorate before the Commission reaches the conclusion that Turkey will never want or be able to join the EU?

Say was not in the court when the sentence was handed out. He believes that the case was instigated by the ruling AK Party. Say has openly admitted that he is an atheist, and has criticised the AK party by saying that they have an agenda to promote conservative values inside Turkey. There are growing fears that increased restrictions to freedom of speech are being imposed inside Turkey. What is the assessment of EU officials in Turkey regarding the treatment of prominent individuals, such as Say, and others who are charged with blasphemy?

The Commission is aware of the issue the Honourable Member raised. The case was sent back to the first court in Istanbul, which has yet to decide on the matter. The Commission awaits the decision of the court. It expects Turkey to fully respect freedom of expression in line with the European Convention on Human rights and the case law of the European Court of Human Rights.

Therefore, the Commission considers it not appropriate to express views on the concrete case mentioned in the press reports the Honourable Member referred to. If the Commission considers that this specific case falls within the competence of the Member States, is it implying that Turkey is interfering unjustifiably with Dutch and Belgian foster families?

If so, does the Commission thus take the view that Turkey is going beyond its remit? If not, what is it then that the Commission is trying to say?
